Consolidation of national democracy in the countries of Central and Eastern Europe: theoretical and methodological principles

Abstract

The article considers the theoretical aspects of democracy consolidation in the countries of Central and Eastern Europe. Theoretical and methodological analysis of democratic consolidation in the conditions of formation of a new international order is carried out. The author proposes to consider the optimal theoretical basis and methodological tools for assessing the impact of local democracy on the state of the political regime, in particular on the process of consolidation of democracy in Central and Eastern Europe. In particular, it is proposed to apply the theory of neo-institutionalism.

The basic concepts of democracy consolidation in their historical sequence are analyzed and comprehended. It is established that the "consolidation of democracy" involves the processes of institutionalization and legitimation of democracy. It is proved that the processes of globalization and informatization do not always contribute to the development of democratic institutions and processes in the consolidation of democracy, especially in countries with
incomplete democratic transit, but on the contrary, cause various crises that can contribute to delegitimization and authoritarianism of "young" democracies.

The specifics of the formation of liberal democracy in post-communist societies are revealed. It is proved that in transitional societies the formation of democracy takes place differently depending on the previous political regime. In the transition from authoritarian regimes, radical changes in systemic quality are taking place in the political sphere. In the transition from totalitarian regimes, radical qualitative changes are taking place in all spheres of social life of transformational societies.
Modern democratization has specific features, which, first of all, should include a broader, almost global scale. In fact, only Muslim and some communist countries (China and Cuba) remained outside its influence.
