We have studied $\eta$-Einstein solitons on $3$-dimensional trans-Sasakian manifolds where the Ricci tensors are Codazzi type and cyclic parallel. We have also discussed some curvature conditions admitting $\eta$-Einstein solitons on $3$-dimensional trans-Sasakian manifolds and the vector field is torse-forming.
