Abstract

In the article the author analyzes the key concepts of the project of Azkon of Ukraine «on critical infrastructure and its protection»
«Critical Infrastructure» is defined as a set of facilities that are strategically important for the economy and national security, the disruption of which may harm vital national interests; and «critical infrastructure object» - as a component of critical infrastructure defined in the manner prescribed by law, the functionality, continuity, integrity and sustainability of which ensure the realization of vital national interests. Of the two definitions proposed, it remains unclear what exactly can be considered a critical infrastructure object and what constituent elements it consists of.
The definition of basic concepts and terms is extremely important for any legal act that is designed and adopted. This is especially true of «framework» laws, which primarily have the task of outlining the boundaries of legal regulation of a particular area of ​​public relations. The more precisely and meaningfully the terms are defined in Article 1 of the analyzed draft law «On Critical Infrastructure and its Protection», the better and more effective this legal act will be, the more uniform will be its interpretation and understanding, which in turn will determine the unity of its application.
